IGS have acted as a digital programme delivery partner to the Sport England DDaT team, resulting in a business case to unlock digital funding and support the evolving approach to digital investment
The Context:
• Sport England has an opportunity to build on its existing data and technology landscape by improving integration and consistency, enabling greater efficiency for staff and enhancing its ability to deliver impact across the communities it serves.
Key challenges included:
• Siloed processes and systems
• Inconsistent data for decision‑making and impact measurement
• Low digital maturity as an Arm’s Length Body
• Imminent replacement of core systems (investment management and finance) without an overarching digital strategy
With major investment decisions pending, this represented a critical opportunity to reset its Digital & Data foundations.
Our Role & Approach:

Discovery and diagnostics
• Delivered a 4‑week current‑state assessment
• Interviewed 42+ stakeholders across investment, insight, legal, finance, procurement and digital
• Identified structural, governance, data and technology pain points
Future‑state definition
• Defined a clear target DDaT future state
• Facilitated workshops and secured SLT endorsement
• Synthesised insight into 10 core recommendations across; people, process, governance, data and tooling
Roadmap and investment case
• Translated the future state into a sequenced three‑year Digital & Data roadmap with ROMs
• Led options papers, business cases and funding submissions
