Provided strategic challenge and practical delivery insight to sharpen Homes England’s operating model, strengthen transformation governance, and prioritise investment in delivery capability.

The Context:

Homes England was delivering the Building Together Programme - a strategic initiative focused on scaling housing delivery through improved operations and planning.

Internal delivery systems were fragmented, governance was inconsistent, and risks were not being managed with sufficient discipline.

The client needed an experienced team to assess the operating model and programme delivery systems, and to produce credible, actionable recommendations for change.

Our Role & Approach:

IGS deployed a blended team of six consultants and over a structured engagement, we:

Reviewed project delivery systems, business processes and organisational design. We Produced a formal business case for changes to ways of working and operational planning

Contributed to the shaping of a new Target Operating Model, including governance and compliance structures

Developed risk, opportunity, and compliance frameworks, including a RAID structure and supporting policy artefacts

The Result

  • Delivered formal business case and TOM recommendations accepted at senior level

  • Provided clear roadmap for improving delivery performance and reducing programme risk

  • Risk and compliance frameworks adopted across workstreams, increasing visibility and control

  • Programme planning and governance structures realigned to strategic intent - improving credibility and accountability
