City of London Police – ERP Discovery & Assessment

Rapid diagnostic to assess ERP readiness across finance and HR, clarifying capability gaps, surfacing delivery risks, and setting a credible path forward.

The Context:

City of London Police was preparing for a major upgrade of its Enterprise Resource Planning (ERP) systems, covering finance, HR and procurement.

The existing landscape was fragmented, with legacy tools, manual workarounds, and unclear ownership of key data and processes.

Before committing to procurement or implementation, the force needed a clear understanding of its current state including where risks, duplication and gaps existed.

Our Role & Approach:

IGS was engaged to lead a focused discovery exercise across the ERP estate. We mapped current systems, captured user pain points, identified process inefficiencies, and clarified roles and responsibilities across functions.

We worked across departments including HR, Finance, IT and Commercial, to create a single, credible view of the as-is landscape. Alongside this, we delivered a set of recommendations for next steps, aligned to business needs, future scaling requirements, and realistic delivery risk appetite.

The Result

  • Delivered a consolidated ERP discovery report within 6 weeks

  • Provided clear, actionable insight on data quality, workflow bottlenecks and system constraints

  • Informed executive decision-making on investment timing, scope, and delivery model

  • Identified quick wins that could be actioned immediately to improve business operations - ahead of any wider ERP change
