IGS Practitioner Dame Serena Kennedy Awarded Damehood in King's Birthday Honours

The honour celebrates Dame Serena's exceptional 32-year policing career, culminating in her appointment as the first female Chief Constable of Merseyside Police. During her distinguished service, she led one of the UK's largest metropolitan police forces through some of the most challenging periods in modern policing, demonstrating exceptional leadership, integrity and an dedicated commitment to public service.

Since joining IGS, Dame Serena has brought that same expertise and strategic leadership to our international programmes. She is currently playing a key role in delivering a major organisational development and leadership transformation project in the Caribbean, where she is helping to strengthen governance, modernise policies and procedures, and develop sustainable leadership capability across the service.

Working alongside the wider IGS team, Dame Serena is supporting the delivery of practical, long-term improvements that will enhance professionalism, organisational resilience and public confidence. Her experience of leading organisational change at the highest level of policing has proven invaluable in helping shape solutions that are both effective and sustainable.
